The federal NPI registry (CMS NPPES). Every healthcare provider registers there before billing insurance, and CMS publishes each week's new registrations. We pick out the brand-new practices in your specialty, check that they're really new, and add the owner's details. New Practice Weekly isn't affiliated with or endorsed by CMS.
Which specialties and states do you cover?
Primary care and home & community care in Florida and Texas, and behavioral health in Florida, Texas and California. If you need another state, ask.

Yes. It's public business information. When you reach out, you're responsible for following CAN-SPAM, TCPA and your state's rules.
